Beulah is a small village located halfway between the market town of Newcastle Emlyn and the seaside resort of Aberporth in west Wales. The wider community council area of Beulah also covers the villages of Llandygwydd, Betws Ifan, Bryngwyn, Cwm Cou and the larger part of Cenarth, which it shares with Carmarthenshire across the River Teifi.

The ward's population totals 1,500, of whom 40% were born outside Wales. Of the Welsh-born residents, almost 90% are Welsh speakers so the cultural divide between the indigenous population and incomers is significant.

The area's attractions include Cenarth Falls on the Teifi and Felin Geri watermill in the beautiful Ceri Valley.
